Service providers and Independent Software Vendors (ISVs) can use the Services Provider License Agreement (SPLA) to license eligible Microsoft products every month for a three-year agreement term to host software services and applications for their customers.  You must submit a monthly use report or a zero use report on all licenses that you make available to your end-users.
